Application Process Updates:

As a follow up to the notice issued last Friday regarding Manitoba Security Guard Training Program exam cancellations, further updates about the application process are below:

  • Effective immediately, the Private Investigators and Security Guards Program office is no longer taking in-person applications. Further notice will be provided when regular business operations resume.
  • Until further notice, existing private investigator and security guard licences will be considered valid past the point of term expiry (including temporary licences).
  • The program is operating at reduced staffing levels. Increased turn around times on application processing will be experienced as a result.

As the response to the Coronavirus/COVID-19 pandemic evolves, we are asking that industry employers and trainers communicate/assist their employees and students regarding application submissions.

Applications will still be accepted by e-mail (pisg@gov.mb.ca) and regular mail (address for delivery in my e-mail signature below).

In order for e-mailed applications to be accepted, the following is required and should be submitted in one message as attachments:

  • A clear colour scan of Criminal Record Check results (if required) in PDF file format.
  • Please note that phone app scanners that convert a photograph of a document to PDF file are not acceptable. Many applicants have been attempting to send these types of images. Unfortunately they are often received as unclear or with wrinkles and folds in the document, making the results and biographical data difficult to read or verify. Electronic applications submitted with these types of images attached will be rejected and a re-submission will be requested.
  • A clear colour scan of Child Abuse Registry Check results (if required) in PDF file format.
  • Please note that phone app scanners that convert a photograph of a document to PDF file are not acceptable. Many applicants have been attempting to send these types of images. Unfortunately they are often received as unclear or with wrinkles and folds in the document, making the results and biographical data difficult to read or verify. Electronic applications submitted with these types of images attached will be rejected and a re-submission will be requested.
  • A clear, passport quality colour photograph in JPG file format.
  • The file name should be the applicant’s first and last name, with DOB.
  • A training certificate from an approved trainer issued after the applicant has completed the mandated forty hour training course and passed the provincial exam.
  • For equivalencies such as training from another regulated Canadian jurisdiction, the applicant can inquire with the PISG Program for additional instructions.
  • If the individual is applying for a temporary security guard licence, in place of a certificate proof of registration in the security guard training program must be included as per already established requirements. Please refer to the program website for guidance on what will be accepted as proof of training registration (link in e-mail signature below).
  • A complete application form with a completed declaration section. This will require the applicant to obtain the signature of a Commissioner for Oaths before submitting the form.
  • The inclusion of a phone number where the applicant (or employer) can easily be reached so staff may contact them to take payment over the phone. Payment by phone can only be facilitated through credit card transaction. Please do not send credit card information by e-mail.

Please note that individuals renewing a full term security guard licence may not require all of the above application components. The licensee should check their last notice of licence expiry to determine what is required in order for them to submit their renewal application.

Please note that many employers already have established e-mail application submission processes with the PISG Program. These will continue as per usual with the exception that all licences will be mailed out (no pick-ups).

Alternatively, applications can be submitted by regular mail to the program. This also requires all of the above noted documentation if it is necessary for licence processing (original record checks must be submitted for copying; copies of training certificates are acceptable; pictures must be clear and of passport quality, preferably obtained at a passport photo studio). For payment, mailed applications must include a completed credit card authorization form (available on the program website) or Money Order made payable to the Minister of Finance. Personal cheques will not be accepted for payment. Please note that the program cannot accept electronic documents on portable media (disks, USB or portable hard drives).
