The Active Deadly Threat: Overview and Theory course is the first course in the comprehensive Active Deadly Threat Program for the Vancouver Police Department that consists of:

  • Active Deadly Threat: Overview and Theory (including Code 1 Response)
  • Active Deadly Threat: Immediate Rapid Deployment
  • Active Deadly Threat: Casualty Management (Rescue Task Force)

The Active Deadly Threat: Overview and Theory course will provide the foundational knowledge and an overview of the origins and evolution of active deadly threat training. It will provide a high-level overview of the active deadly threat model and a brief introduction into some of the different roles and responsibilities of all members involved in an active deadly threat.

When you have completed this course you will be able to:

  • Develop an awareness of historical active deadly threat incidents and their influence on the evolution of active deadly threat tactics and training.
  • Describe the types of critical incidents.
  • Describe the three types of operational conditions.
  • Recognize the three ingredients that contribute to an active deadly threat.
  • Develop an awareness of what to expect during an active deadly threat event.
  • Identify factors that can lead to a delayed response.
  • Identify strategies to reduce response time by applying the essentials of leadership, resource control, and communication in active deadly threat situations.
  • Develop an awareness of the active deadly threat deployment model.
  • Explain the code 1 protocol.
  • Explain the responsibilities of the first members arriving on scene at a mass casualty incident.
  • Recognize the purpose of the casualty collection point.
  • Describe the role of the police and fire rescuers in the rescue task force component of the active deadly threat model.
  • Describe the active deadly threat casualty management rescue task force model.
  • Describe the role of the police and emergency health services in the ambulance extraction point component of the active deadly threat model.
